About the Scheme

While appointing and managing Authorised Health Professionals (AHPs) and Chief Medical Officers is the responsibility Rail Transport Operator, the Australasian Rail Authority and Rail Industry Safety Standards Board has created a non-mandatory scheme to provide national consistency and transferability.

This scheme comprises of medical health professionals who wish to be registered on the Rail Industry Worker (RIW) website. To join the scheme, an AHP must complete the Rail Industry Safety Standards Board (RISSB) training. This training is conducted by AHP trainers and includes an online learning exercise. The training materials set out by RISSB align with the National Standard for Health Assessment of Rail Safety Workers (the Standard). On successful completion of RISSB training, the medical professional will receive a certificate, valid for 5 years, and becomes an RIW registered AHP. Re-accreditation will be subject to retraining sessions.

To become an RIW registered AHP, a signed copy of the AHP Terms of Reference will need to be uploaded when you register.

While the training is of a high standard, it is important to note that it does not represent a formal qualification or unit of competency, and is not a mandatory requirement to become an AHP.

Categories

There are three categories of medicals for rail workers.

Category 1 and 2 must be completed by a Doctor in accordance with the National Standard for Health Assessment of Rail Safety Workers (the Standard).

Category 3 medicals can be completed by an allied health professional in accordance with the Standard.

AHP Registration Process

The ARA and the Rail Industry Safety and Standards Board (RISSB) are working to establish a nationally accepted list of AHPs within the Rail Industry Worker system. Workers who require a medical can search for their closest authorised doctor in this directory of AHP’s to facilitate an examination which will be accepted by participating organisations.

Please note: if you can’t find an AHP in your area, please contact the organisation requiring the medical assessment for their advice.

Chief Medical Council

The Chief Medical Officer Council (CMOC) was established to align training materials for AHPs as well as the daily governance of the group.

Rail Transport Operators

Rail Transport Operator’s (RTOs) have an obligation to ensure that their employees are fit for duty. RTOs appoint Chief Medical Officers who have the relevant medical training and knowledge of the rail work environment and understanding of the National Standard for Health Assessment of Rail Safety Workers, to undertake health assessment of RTO employees.

Chief Medical Officer

Chief Medical Officers (CMOs) are appointed by RTOs to undertake health assessments for their employees. Many CMOs are also AHP trainers and provide training for AHPs within their area. To become an AHP trainer, a CMO must attend AHP training so they can be inducted as a trainer and sign the Terms of Reference below.

Partners to the AHP Scheme and their role

  • Rail Industry Safety Standards Board
    • The Rail Industry Safety Standards Board (RISSB) works with industry to provide training materials to ensure medical staff are training against the Standard in order to become an endorsed AHP. Once they have completed the training RISSB will provide the medical professional with a certificate which endorses them as an AHP.

  • Australasian Railway Association
    • The Australasian Railway Association (ARA) owns the Rail Industry Worker (RIW) scheme which requires AHPs to perform a medical on rail safety staff. The ARA also oversees the national list of endorsed AHPs. Only AHPs who have completed the accredited training and assessment as delivered and recognised by an AHP trainer will be displayed on this list.

  • National Transport Committee
    • The National Standard for Health Assessment of Rail Safety Workers (the Standard) provides information to rail operators on how to monitor the health of rail safety workers. The Standard contains medical criteria which is used by an AHP to conduct health assessments on rail safety workers. The Standard is reviewed every five years by the National Transport Commission.

    • The Office of the National Rail Safety Regulator (ONRSR) was established in January 2013 as the body responsible for rail safety regulation. ONRSR encourage and enforce safe operations and provides improved national rail safety.
